Dearborn Heights Settles Whistleblower Suit

DEARBORN HEIGHTS – Parks & Recreation Deputy Director Kim Constan has filed a whistleblower lawsuit against the City of Dearborn Heights.

The complaint alleges the Mayor did not appoint Constan because she reported that the Parks & Recreation Director was conducting an eBay sports memorabilia business on his city computer during working hours.

Constan had reported the misconduct twice to the Mayor, and then to City Council after no action was taken.

Instead of addressing the issue, the lawsuit alleged she was retaliated against and passed over for the Director’s position. She alleged that the position went to a less qualified candidate.

The parties reached a confidential settlement agreement.
